SCR-I School Board Approves Bus, Mower Purchases at July Meeting

The Scotland County R-I Board of Education met in regular session on Thursday, July 13. The board considered a number of issues related to purchasing new equipment and renewing district memberships as preparation is well underway for the start of the 2006-07 school year.

Lawn Mower Bids

In June the Board voted to advertise for bids for a new lawn mower. The district is seeking a 72-inch cut, zero- turn radius mower with at least a 27 horsepower motor or bigger.

The following bids were received for consideration at the July meeting:

The Farm Shop - Ex Mark Z, 31 HP. $8,799

Aeschliman Farm & Lawn - Hustler Z 27 HP. $7,559; 34 HP Cat Diesel $12,249; 27 HP Side Discharge $7,139; 34 HP Side discharge $12,109; all with 2-year parts and 3-year labor limited warranty.

Wiss & Wiss - 28 HP diesel Kubota $10,800.

Ruth Enterprises - 27 HP liquid cool Dixon $8,156; 30 HP Kohler Dixon $7,916, with 3-year parts and 2-year labor warranty.

Sydenstricker - John Deere 27HP $8,800 and 29HP $9,790.

After much discussion the board voted 6-0 to purchase the 27 HP liquid-cool Dixon from Ruth Enterprises for $8,156.

Bus Bids

The board reviewed bids for a new bus for the 06-07 school year.

The bids were as follows:

Midwest Transit bid a 53-passenger bus for $63,615 and a 65 passenger for $64,660;

Central States bid a 65 passenger for $62,795 and a 65 passenger, which is currently in stock for $59,080.

The board voted 6-0 to purchase the 65-passenger bus from Central States for $59,080.

M.A.R.E. Membership

The Scotland County R-I School District has belonged to the Missouri Association of Rural Education, (M.A.R.E.) for the past ten years. This association was organized to be of assistance to rural schools and help with the problems faced by rural education. The association provides numerous services to its members. Included among these services are new board member training, workshops, and meetings to help improve rural schools.

The board voted 6-0 to continue their association with the M.A.R.E. organization for fiscal year 2006-07.

2006-07 Tuition Rates

The board voted 6-0 to establish the tuition rates for fiscal year 2006-07. The rate for 7-12 tuition will be $6,718 and the elementary tuition was set at $4,810. The move marks an increase from the 2005-06 rates of $6,490 and $4,537.

Tax Rate Hearing

An annual hearing must be held before the tax rate for the new fiscal year can be established. The board voted 6-0 to set the date for the annual tax rate hearing on August 10th at 6:15 p.m. prior to the regular meeting of the Board of Education.

N.A.E.I.R. Membership

For a number of years the district has belonged to the N.A.E.I.R. organization, which allows four visits to the Galesburg, IL warehouse to receive donated items for the use of the school and its personnel. The cost of this membership is $495 per year.

“I informed the board that I believe we get more than our money’s worth for this fee and recommended that they continue their association with the N.A.E.I.R. organization,” stated Superintendent Dave Shalley.

The board voted 6-0 to approve retention of the N.A.E.I.R. membership.

Bus for Sale

The District Transportation Director, Dennis Robertson, asked the board’s permission to advertise the sale of a bus. The board voted 6-0 to grant permission to advertise the sale of the bus.

Bids will be due in the Central Office August 9th by 12:00 P.M. and opened at the regular meeting of the board of education on August 10th.

Wyaconda Transport

The Wyaconda school district requested the SCR-I district provide a rate to transport potential students wishing to come to the SCR-I district. The per student cost will be $698.49, which is set by the state.

“For us to provide transportation and not cost the district extra dollars we would have to have a minimum of 4 students and a maximum of 7 students,” Shalley told the board. “If we have over 7 students we would have to study the possibility of changing routes to accommodate the extra students.”

The board voted 7-0 to establish the per cost student for transporting students from Wyaconda with a minimum of 4 students and a maximum of 7 students.

Executive Session

In Executive session the Board voted 7-0 to approve the minutes from the June 26th meeting and to offer the Parents as Teachers position to Patty Ahland.
