Construction Set To Begin on New $445,000 Head Start Building

Northeast Missouri Community Action Agency (NMCAA) Head Start and other Community Services programs serving Scotland County will share a new facility under construction on Adams Street in Memphis, Missouri, just north of the Northeast Missouri Regional Planning Commission offices.

Final finance and construction documents were signed on August 29. Total construction costs are projected at $445,000. Dean Construction Company of Kahoka submitted the low bid for the project and began construction immediately following the mid-day closing.

The new center is the collaborative effort of the Missouri Community Development Block Grant Program, the Scotland County Commission, United States Department of Agriculture Rural Development, Northeast Missouri Regional Planning Commission, and Northeast Missouri Community Action Agency.

Monte Stock of Stock Designs, Quincy, IL is the architect. The project has been in development since May 2004 when the Scotland County Commission was awarded a $300,000 Community Development Block Grant for the project on behalf of NMCAA.

Other financing is provided by a USDA Rural Development loan to NMCAA. Northeast Missouri Regional Planning Commission assisted in CDBG preparation and land acquisition, and will administer the CDBG grant for the Scotland County Commission.

The new facility includes convenient off-street parking, a Head Start children’s educational center and playground, a small conference room, storage, and staff offices to insure greater privacy for customers.

Executive Director Penny Miles emphasized that once construction is complete, Scotland County residents will be able to access all local NMCAA programs at a single location. “This new facility,“ she added, “will insure that we are able to continue to meet license requirements for our Head Start program and will enable our Head Start and our Community Services staffs to better coordinate their efforts to meet the needs of local families.”
