Escaped Prisoner Takes Own Life After Being Recaptured

A whirlwind of events over a 24-hour period ended on January 12 with the apparent suicide of an Arbela man at a southeast Iowa jail.

Less than a week after being sentenced to 14 years in the Missouri Department of Corrections, Randy A. Glover, 20, escaped from the Clark County Jail along with a fellow inmate on January 11.

Glover escaped along with fellow inmate Phillip J. Graber, 30, of Washington, IA, from the Kahoka facility at 9:58 p.m. according to the Clark County Sheriffís Department. The two men allegedly escaped after somehow securing the key from the jailer.

The fugitives were at large for less than 24 hours before law enforcement officials tracked them to southeast Iowa to Graberís hometown of Washington, IA, early in the morning of Monday, January 12.

Law enforcement officials reportedly located the two men at a residence at 1212 East Second Street in Washington, IA, early Monday morning. Officers from the Washington County Public Safety Center and the Iowa State Highway Patrol surrounded the home at approximately 11:00 a.m.

A SWAT team deployed OC gas into the home and then stormed the residence. A M-26 taser was used to subdue the first suspect, Glover. He was transported to the Washington County Jail at that time.

Graber reportedly fled to the roof of the home. A nearly two-hour standoff ensued as Graber was armed with a knife and was threatening to kill himself. He reportedly made at least one attempt to take his own life with the knife and also threatened to jump off the roof on several occasions.

The standoff ended at approximately 1:40 p.m. when Graber either jumped or slipped off the roof and fell to the ground. He was transported by ambulance to the Washington County Hospital and later was air lifted to University Hospital in Iowa City.

At 2:30 p.m. the Washington County Ambulance service was summoned to the county jail where Glover was found in his cell unconscious and not breathing. Law officers and jail personnel administered CPR and Glover was transported to the county hospital before being air lifted to Iowa City where he was pronounced dead later in the evening.

Officials from the jail indicated that Glover had hanged himself with a towel.

Glover had been convicted on January 7 by a Scotland County jury on four charges stemming from an assault in Gorin last year. He was facing 14 years in the Missouri Department of corrections following the trial by Scotland County prosecuting Attorney Kim Nicoli.

Glover received two 10-year sentences for the class B felonies of first degree assault and attempted burglary. Both terms were to run concurrently. Glover also received two four-year prison terms to run consecutively with the prior sentences on felony charges of property damage and attempted arson. The two charges were to run concurrently.

Graber was in custody at the Clark County jail awaiting a February 6 jury trial in Clark County on a felony charge of unlawful use of a weapon and misdemeanor assault charges stemming from his arrest in July of 2003.

He had been in the Clark County jail since November 2003 after being arrested on a warrant for failure to appear.

Missouri law enforcement officials traveled to Washington to recover a 1986 Ford Bronco that was allegedly stolen by the two escapees and used to travel to the Iowa town.
