Filing Period For SCR-I School Board To Open December 16th

Candidates for the Scotland County R-I School Board will be able to begin filing for the upcoming 2004 election for the board of education on December 16. The SCR-I board voted 7-0 at the November 26 board of education meeting to set the filing period from December 16 through January 20.

Filing may take place in the office of the superintendent during regular business hours of 8:00 a.m. to 4:00 p.m. Those wishing to get an early jump on the process will have to do so before December 19 when the school offices will close at 1:30 p.m. and not reopen until January 5 for the Christmas holiday vacation.

The filing process will reopen January 5 and run through January 20 when the office will remain open until 5:00 p.m. to accommodate any last minute filings.

Voters will be electing two members for the SCR-I board to three-year terms. The terms of current board members Doug Shalley and David Kirpatrick are due to expire.

Resignation

The election is not the only vacancy the board members considered. A letter of resignation from science instructor Sharon Veatch was reviewed by the board. Veatchís resignation is effective for the fiscal year 2004-2005. The board unanimously accepted the resignation with regret.

Declining Funding

In other business, the board once again learned of declining state financial aid.

Superintendent LeRoy Huff told the members that the district lost an additional $4,523 in funding through the foundation formula in November as well as $8,255 cut in transportation funding. That brings totals for the 2003-04 fiscal year to $270,545 in cuts compared to the previous yearís funding levels. The foundation formula dropped from 0.87907154 in September to 0.87607301 for line 1A in November.

ďWhile these percentage decreases look small,Ē Huff said, ďwhen you compare one month against the previous month the dollar amounts become a significant factor for the current budget to absorb.Ē

MSBA Renewal

The board did receive positive financial news when Huff informed members that the annual dues for the membership in the Missouri School Board Association had not risen as it had in past years.

The board voted 7-0 to renew the schoolís membership in the MSBA and express its appreciation for the freeze in rates during these tough financial times for education.
