Demolition Of Vacant Houses In Downing Begins
The board of the city of Downing convened at City Hall on February 17, with Mayor Mullinix presiding. Others present were Aldermen Erwin, Poe and Ketchum; Danny Buford, Willa Mae Gooden, Carolyn Anderson and Tommy Anderson.
Copies of the minutes of the previous meeting, proposed budget, financial statement beginning January 1, 2002 - ending December 31, 2002, and the USDA loan statement for the sewer were given to board members.
The minutes were approved as written and financial statement accepted. We held our annual budget hearing. There was no input from local residents. The board amended and accepted the budget. Copies of the budget and financial statement will be posted at City Hall and various businesses within the city.
Downing contracted a loan from USDA in 1991 for the purpose of constructing a sewer system. The amount of the loan was $317,100.00 at 5% interest. We have paid $19,824.00 a year since 1992 and currently owe $267,275.13 in principal and interest.
Darrell Gooden started the demolition of vacant houses. He is responsible for six structures and has two of them down.
With snow on the ground it seems strange taking bids (which are due before 4:00 p.m., February 28th) on mowing the cemetery. What may seem stranger is discussing dust control. The City Clerk is to check on cost estimates.
Junior Arnold will be attending an Emergency Management meeting in Unionville on February 19.
Mayor Mullinix attended a meeting at Lancaster on February 13 regarding the application for a matching grant from MODOT to place signs at each city entrance. This will be a county-wide venture.
The water rate survey was reviewed, street repairs and demolition project discussed.
