Health Council Hires Executive Director
Dave Rector, president of the Northeast Missouri Health Council, Inc. Board of Directors announced that James H. Ragland, CHE, has accepted the position of executive director of the Health Council. "Mr. Ragland has nearly 30 years experience in numerous aspects of the healthcare industry," said Rector. "As a graduate of Truman State University (formerly Northeast Missouri State University) we are pleased to welcome Jim back to Kirksville."
Jim Ragland was raised in Knox County and attended Edina High School. He received his undergraduate degree from Truman and his Master of Science degree in Hospital Administration from the University of Osteopathic Medicine in Des Moines, Iowa.
Ragland began his career in 1974 as the chief financial officer (CFO) at the St. Joseph Hospital in Ottumwa, Iowa. In 1987, he accepted a vice president's position at the Ottumwa Regional Health Center where he was responsible for marketing, hospital outreach programs and clinic development, rehab services and the chemical dependency treatment program.
In 1989 Ragland was named the chief executive officer (CEO) at the DeWitt (Iowa) Community Hospital, where he managed the hospital and local nursing home. In 1992 he accepted the CEO position at the Marengo (Iowa) Memorial Hospital.
In 1998 Ragland moved to southern Arizona to become administrator of the Morenci Medical Center, which was established as a joint venture by the Tucson Medical Center and the Phelps Dodge Mining Co.
In 2000 Ragland accepted the Corporate Compliance/Privacy Officer position at the Yavapai Regional Medical Center in Prescott, Arizona. He was responsible for overseeing hospital and affiliated clinics' compliance with complex federal and state regulations. Additionally, the position included compliance oversight of approximately 1200 employees and 160 members of the medical staff.
