M.U.S.I.C. Raises Rates 10 Percent For School District

It wasn't music to their ears when the Scotland County R-I School Board learned that the Missouri United Insurance Council (M.U.S.I.C.) would be raising rates approximately 10 percent in 2003.

The company provides insurance for the district's buildings and grounds as well as liability coverage. In 2002 the policy cost $40,904. In 2003 the rate will increase to $44,913.

The board voted 7-0 to accept the new premium proposal and continue the district's affiliation with M.U.S.I.C.

Executive Session

Superintendent LeRoy Huff received his official evaluation during the executive session portion of the December 18 meeting. Following the review the board voted unanimously to offer employment to Huff through the 2006 fiscal year.

"I express my sincere appreciation to the board for the opportunities that they have provided me to work for the past 39 years in what I believe to be the most progressive, forward looking school district in north Missouri," Huff told the board. "Thank you for your support, not only of my work but also the work of the staff as a whole."

MSBA Membership

Membership in the Missouri School Board Association requires a 2/3 vote of the board of directors of any local school according to the Missouri State Statutes. Last month the board voted 4-3 to renew the membership as a show of disapproval of the MSBA's continuing increase in fees.

At the December 18 meeting members revisited the issue and voted 5-2 to renew the membership, still hoping to voice their concerns about the more than 30 percent increase in the cost over the past five years, while still meeting statute requirements for a 2/3 majority vote.

"It is the hope of the Board that MSBA will stabilize their assessments rather than have continuing increases each year," stated Superintendent LeRoy Huff. "In these tough financial times it is difficult to continue to absorb costs that continue to rise each year."

NEMO-Net Calendar

Since the inception of the NEMO-Net interactive classroom program in 1995 member schools have been required to approve a common school calendar for all members.

The superintendents council met earlier this year and established the recommended calendar for board approval at the member schools.

The SCR-I board reviewed the proposed calendar at the December meeting and voted 7-0 to approve the schedule as recommended.

MSBA Updates

The Missouri School Board Association proposed eight policy updates for the SCR-I board to consider for adoption in the district's official policy manual.

The updates were necessitated by changes in legislation or due to changing legal interpretations of existing laws. The board voted 7-0 to adopt the policy recommendations.
